The Role of Tourism Stakeholders In June 2011, the United Nations Human Rights Council unanimously endorsed the Guiding Principles on Business and Human Rights. These provide the internationally agreed reference framework for economy, justice, politics and civil society, specifying corporate responsibility to respect human rights wherever businesses operate in the world. Sustainable tourism can be an efficient tool for the economic development and poverty reduction. And human rights & labour rights include many important principles which should be given equal attention throughout many other aspects, in accordance with international law.
		Governments need to enact laws to make the respect for human rights binding for companies and investors working nationally and internationally and to ensure access to legal remedies, as stipulated in the UN Guiding Principles on Business and Human Rights. This includes the duty to protect against human rights abuse by third parties through appropriate strategies, regulation and jurisdiction.
		Non-governmental organisations should monitor and demand respect for human rights and their implementation, particularly when states fail to do so. NGOs, development organisations and their partners should put tourism onto their agendas with regard to its impacts on land, natural resources and human rights. It should be included in their lobbying work and development projects, as well as in needs assessments in conflicted or affected areas.
		Researchers and consultants can contribute to the development of analysis, case studies and good practice examples. Schools and universities should integrate human rights assessments, tools and standards in their curricula, field work and research. Consultants can support companies to ensure their due diligence in respecting human rights by guidance and collaborating on projects.
		Tourism destinations must create awareness of the human rights related obligations of all stakeholders in tourism. The participation of local communities is essential to protect their interests and to increase transparency and accountability in tourism development. Destinations need to manage the different interests of stakeholders (Companies, locals). In designing tourism at the local level it must be ensured that negative impacts on the environment are reduced, that local people’s rights to participation are strengthened, and that their human rights are respected.
		Tourism businesses have the responsibility to respect all human rights. Businesses must incorporate the principle of human rights due diligence into their business policies. This includes: having a human rights policy; assessing the impacts of their business practices on human rights; monitoring and reporting on practices and progress. Businesses must also take responsibility for human rights violations occurring along their supply chain. They should make use of social and environmental impact assessments and labour audits when concluding contracts with hoteliers and other service providers. The implementation of the ILO core labour standards must be ensured. This includes, among other aspects, fair living wages, sufficient rest, protection against sexual exploitation, targeted integration of vulnerable groups and young people, and gender equality as well as equal treatment of ethnic and religious minorities.
		Travellers should respect human rights. Human rights are every individual‘s rights, but they also imply duties: Tourists should inform themselves in a comprehensive way before going on a holiday. They should exercise “due diligence„ in their travel decisions, keeping in mind their responsibility to respect human rights. Tourists should give preference to tour operators and service providers who are committed to human rights and have a credible CSR (Corporate Social Responsibility) strategy.

		Natural heritage taken in its broadest sense covers not only the wildlife and habitats of a particular area, whether protected or not, but also its geological features and landscapes/scenery. Landscapes provide an important scenic backdrop for many tourists whilst on holiday. Geological features provide opportunities for undertaking nature orientated activities (lakes and rivers for water sports, deep valleys for cross- country skiing, walking or bicycling, cliffs for rock climbing etc.).
		Biodiversity is a part of natural heritage and means the diversity of life, including species and ecosystems. Biological diversity is in danger and declining sharply. We are losing species at a rate that is by some accounts up to 1000 times the natural rate of extinction and on average about 60% of the world’s ecosystems are degraded or exploited unsustainably. The Convention on Biological Diversity (CBD), signed and ratified by almost all states has clear objectives for conservation and use. The ecological value of ecosystems, species and organisms is evident; the economical value is more and more in discussion since the publication of the TEEB-Report “The Economics of Biodiversity and Ecosystems”. All businesses depend directly or indirectly on ecosystems and natural resources but the tourism sector is a clear example of how their economic value can be realized. In turn, it needs to contribute seriously to biodiversity protection and restoration and to include biodiversity protection in business management. The European Business and Biodiversity Campaign provides relevant information. The Davos declaration on tourism and climate change, adopted in 2007, highlights that“ the tourism sector must rapidly respond to climate change, within the evolving UN framework and progressively reduce its Greenhouse Gas (GHG) contribution if it is to grow in a sustainable manner.

This will require action to:

- mitigate its GHG emissions, derived especially from transport and accommodation activities;
- adapt tourism businesses and destinations to changing climate conditions;
- apply existing and new technology to improve energy efficiency;
- secure financial resources to help poor regions and countries.”

Tourism will be affected by a high range of direct (heatwaves, snow loss, extreme weather events) and indirect (evolution of landscapes, economic disruption, social trends) climate impacts, requiring action by a diversity of stakeholders: governments, planning authorities, private sector,and tourists. Tourism is also a major contributor to greenhouse gas emissions, in particular through transport. The activity is becoming more carbon intensive and less eco-efficient, with more transport and emissions for the same amount of tourism. Tourism can be a major consumer of water, notably in lager hotels and resorts, which can cause major problems where supply is scarce, depleting a precious asset for local communities and other uses. Energy and fuel consumption, notably in accommodation and transport, remains a considerable challenge. Climate change can be addressed by better planning and development, better management and the use of alternative and more efficient technologies. Tourism operations, including the activities of tourists, should also seek to minimizing the generation of solid waste, liquid effluent and polluting gasses, which in turn requires effective policies and infrastructure in destinations to encourage and facilitate reduction, re-use, recycling and effective treatment of all wastes.

Your contribution? All tourism stakeholders must address the issue of climate change and the efficient use of energy and resources. This requires action at different governmental levels – national (legislation, funding), regional and local (planning & facilitiating) – but also by tourism businesses (product development, enterprises management) and by informed travellers (ethical and responsible consumer choices).

		The sound environmental management of businesses, notably those involved in accommodation and transport, is critical to the impacts of tourism on climate change and vice-versa. Businesses should develop adaptation and mitigation strategies that take account of climate change effects, for example flooding and new market conditions, pursuing carbon-neutral, environmentally responsible, sustainable production.
		Climate change and resource efficiency issues point to the need to develop a new culture of tourism and travel, with travellers encouraged and assisted to consider the impacts of their destination and travel choices.

		A destination is a geographical area of visitor appeal which includes accommodation, attractions and support services. It may be defined by physical, thematic or administrative boundaries and it embraces a set of distinctive images and qualities that give it a brand identity. Destinations should be places with which tourism stakeholders have a natural affinity and within which it is practicable for them to work together. Destinations may vary considerably in size and may nest within each other. Typically, they include regions, provinces, cities, seaside or mountain resorts or sizeable rural areas with established identities. Good destination management should be based on tourism strategies for destinations that set the objectives and direction for future tourism development and activity and provide the framework for action plans. These tourism strategies and action plans are sometimes called Destination Management Plans. They should take account of the destination’s resources and capacity for tourism, current performance and market opportunities. They should contain objectives that embrace the principles of sustainability. A key requirement for sustainable destination management is partnership working based on effective stakeholder engagement. Destination management governance structures should be in place that bring together local authorities, tourism businesses and representatives of civil society, including local communities and other interests. Increasingly, destinations are setting up Destination Management Organisations (DMOs) and these should embrace this multi-stakeholder approach. A number of management tools can be used in destination management, including planning control and regulations, economic instruments, voluntary guidelines and supportive measures such as capacity building. An important process is the regular monitoring of tourism impact against a set of sustainability indicators that may be identified for the destination. A key to effective and sustainable destination management is to establish governance structures for tourism within the destination which enable a wide range of local stakeholders to work together on the planning and management of tourism. These should include local government, representatives of tourism businesses and civil society bodies, including representatives of the local community, cultural and environmental bodies and other interests.

		A destination is a geographical area of visitor appeal which includes accommodation, attractions and support services. It may be defined by physical, thematic or administrative boundaries and it embraces a set of distinctive images and qualities that give it a brand identity. Destinations should be places with which tourism stakeholders have a natural affinity and within which it is practicable for them to work together. Destinations may vary considerably in size and may nest within each other. Typically, they include regions, provinces, cities, seaside or mountain resorts or sizeable rural areas with established identities. Good destination management should be based on tourism strategies for destinations that set the objectives and direction for future tourism development and activity and provide the framework for action plans. These tourism strategies and action plans are sometimes called Destination Management Plans. They should take account of the destination’s resources and capacity for tourism, current performance and market opportunities. They should contain objectives that embrace the principles of sustainability. A key requirement for sustainable destination management is partnership working based on effective stakeholder engagement. As administrator you can see and pre-select these templates under the “folder administration” line (see picture below) in the section “subobjects”. You then can use the pre-selected templates under “type to add” If you want to submit many objects of the same type (e.g. 20 contacts) you can do this as bulk upload under “Import” or “Zip import” (e.g. pictures) If you create a “folder” (type to add: Folder) as a subfolder in your topic you can “restrict” that folder to certain user, e.g. a co-administrator. If other “contributors” submit information with a reference to your “topic” then such information is listed under “approvals”. Only after your “approval” of the information item in your “basket of approval” the information is visible to others. You as administrator can see all information under the “administration” line, sorted from A to Z. You can change the order through “Sort order” You can also mark information items and “Export” them e.g. as Excel list. You always can “Edit” information which you had submitted. You can not edit information items which other “contributors” have submitted in another folder outside your topic folder. Such information can appear as “pointers” in your topic folder linked with the respective item in another folder. You can delete or edit such “pointers”.
How to submit the information?		Select “Type to add” (e.g. “Contact”) and fill out the template including the marking of the related topic/s (at least your topic) and “submit” it. The contact item will then be saved under your topic. If you have marked other “topics” in the template then a so-called “pointer” will be automatically created under the other topic/s folder.
How to edit the information?		you can go in the A-Z list to your information item, click on the “edit” button on the right side, make your changes and “save changes” the update information.

What is the structure of the “Tourism 2030” platform?
How is the platform be administrated?

As first step the TRIANGLE HEIs determine each 1 or 2 persons as “administrators” of the 10 topics. These administrators will then be introduced to the structure, the administration section and tools

This will be done in following steps:

A video/ppt of how to do the topic administration job
A Gotomeeting session with the topic administrators to collect and to answer questions
Three Skype sessions with the topic administrators
A Help Desk for ad-hoc questions (email, skype)
