Moscow Ecological Federation (WEF) took up the consolidation and unification of ecological groups in Moscow, of which at some point have to grow up committees of local government. And IEF was quite powerful and influential structure. However, to speak of it as an organization was still early. It was, rather, an umbrella for different initiatives, the club - as, perhaps, all that time informal structures. But it was a club with serious strings on the ground. And the Council met IEF, so we have representatives of groups as I remember, in the building of Peace Committee, which was located and another environmental organization.
